Legislation

The Coalition for the Homeless works continuously in Albany to further State legislation and regulatory policies that work to reduce homelessness or have positive impacts on homeless, disabled and low-income people.

State Budget

The Coalition diligently monitors the State Budget process. The 2003-04 budget is now in place, as gubernatorial vetoes were over-ridden by the Legislature on May 15. Read 2003-2004 Executive Budget documents here. Read about the legislative over-rides here.

Coalition staff and clients frequently testify before legislative committees to advocate for the expenditure or restoration of funds for programs needed to help poor people, including programs funded through the TANF surplus.

SCRIE Protection for People with Disabilities
(A.6240 by Assemblymembers Stringer, Grannis; S.3280 bill By Senator Velella. Rent increases in rent-stabilized housing place people with disabilities in danger of eviction and inevitable homelessness. The Coalition is a leader in the effort to give localities the right to provide low-income people with disabilities protection from rent increases similar to that available under the Senior Citizen Rent Increase Exemption (SCRIE) program. Seamless Transition to Safety Net Assistance

Those who face expiration of the 60-month time limit on public assistance benefits face unnecessary obstacles to enrollment in the state's Safety Net program when the time limit is reached. The Coalition is a strong supporter of legislation that would make this transition a seamless one for needy households. Check bill status.
