The Obama administration is hoping to tackle economic segregation by overhauling rules for Section 8 vouchers — subsidizing more in rent in higher income areas, and less in poor neighborhoods, instead of setting one rent limit for the whole metropolitan area as they do now. The idea is to make it possible for poor tenants to move into better neighborhoods.
