Advocacy Document Library

Coalition for the Homeless offers a comprehensive online "document library" of court documents, State regulations, City policies, program guidelines, and additional information for homeless and other low-income New Yorkers, as well as for advocates and service providers. Many of these documents have never been made publicly available by City and State agencies.

The following information is designed to help homeless and low-income New Yorkers navigate the homeless services system, access vital public benefits, secure affordable housing, and defend their basic rights.
