December 4, 2025 The Coalition for the Homeless commends the New York City Council for standing up for low-income New Yorkers by overriding the Mayor’s veto of Intro 1372. This crucial action reverses an ill-conceived Department of Social Services rule that would have required CityFHEPS housing voucher recipients to pay 40% of their earned income beginning in their fifth year of assistance. Forcing struggling households to devote nearly half their income to rent would have pushed many to cut back on food, medicine, and other necessities — and, for some, led to a tragic return to homelessness. The mayor’s explanation for his veto as an act of “prudent fiscal management” was and is laughable. A fiscal impact statement from OMB found that the rule change would save the City just $1.6 million out of a $112 billion budget. The Council is right to dismiss those concerns and override his veto. Today’s vote is a victory for decency and common sense. We thank Speaker Adrienne Adams and the Council Members who voted to protect CityFHEPS households across the five boroughs against Mayor Adams’ attempt to raise their rents.
