City-run lodging for homeless families has become a wretched refuge, plagued by thousands of serious code violations, a comprehensive new report by Controller Scott Stringer has found. The report, set for release Wednesday, found 18,704 open housing and building code violations in family shelters citywide as of Dec. 16 — everything from vermin infestation to peeling lead paint to busted smoke detectors.
