Andrew Cuomo, Assembly Speaker Carl Heastie and Senate Majority Leader John Flanagan to sign on to a memorandum of understanding that authorizes 6,000 units be built. Funding for the construction was included in the passage of the 2016-17 state budget in April, but the money can’t be spent until the MOU is signed.
