Advocates charge that at least seven times this year, cops have showed up at shelters to make arrests. “It is a waste of time. It is a waste of police activity. It is a waste of taxpayers’ money,” said Griffin Kinard, 31, who said he’s been arrested three times in shelter sweeps for marijuana possession, only to be released shortly thereafter.
