This $2 billion, promised in a memorandum of understanding, or MOU, represents an unfulfilled piece of Gov. Andrew Cuomo’s historic commitment to creating and preserving quality homes for low- and middle-income families all across the state. The problem is that, because of Albany gridlock, this funding has gone nowhere.
