By then, everyone recognized “Joe.” Joe (not his real name) was chronically homeless and had been to Bellevue’s emergency room 430 times during the prior three years. He was always pleasant to the staff, calling the doctors and nurses by their first name. Typically, he came in for a few hours, sobered up and went on his way.
