McCray said the roadmap is still being developed, as she solicits community input at a series of town hall events in each borough. Rikers Island has been a recurring topic at the public forums hosted by McCray, with concerns that mentally ill individuals are frequently sent to the facility, a problem that was highlighted by the recent suicides of Kenan Davis and Kalief Browder.
