But privately-owned “cluster” sites, which the city is trying to get rid of, continue to be in tough shape. At non-cluster shelters, the number of violations was cut from over 10,000 at the end of January to 5,800 at the end of March, after launching a repair squad and scorecard to tackle troubles at decrepit shelters.
